Jay,
We can certainly take a look into this and determine if the issue is due to AVG or not. Please disable AVG temporarily and check if you could access Plex server.
To disable AVG, right click on AVG icon under System tray next to Clock and turn off your Protection.

Jay VorelFor clarification:
  • I removed the clients from the plex server
    • Could not connect to add again
  • Disabled AVG
    • Connected client devices to server
  • Re-enabled AVG
    • Clients remained connected even after client restart
For now everything appears to be functioning.

Thank you for updating the status.
I request you to follow the below mentioned steps to update recommended AVG Firewall settings:
1) Open AVG Internet Security interface and click on 'Menu-->Settings-->Components-->Enhanced Firewall-->Customize'
2) To the right of 'Policies' scroll down to click on 'System Rules'
3) Enable the option for 'Windows file sharing and printing', 'allow remote desktop connection' and the last entry 'Enable stealth mode'
4) Below policies, click on 'Network Profiles', to the right click on the network connection and change the profile to 'Private' if it is set to 'Public'.
By doing this, we can avoid the connection problems in mere future as AVG Firewall would think that some of applications might harm your PC.
Hence, we are recommending these settings.

AVG was blocking my Plex server running on a PC to stream to my home Apple TVs. It was also causing my Cutting Master 4 software used with my Graphtec vinyl cutter to not work. This fix corrected both of those issues. Thanks!

Avast For Mac Review

Users who have installed Avast Mac Security with Web Shield have reported that they're unable to connect to several of OU's websites, including learn.ou.edu and ozone.ou.edu. When someone tries to navigate to one of the blocked sites, their browser displays an error message saying that the connection couldn't be established. This error seems to be limited to OU websites that use HTTPS, or secure HTTP, to connect.
A workaround for this issue is to disable Web Shield within Avast's settings. To do this, open Avast, click on 'Preferences,' and then on 'Disable' within the 'Web Shield' settings. Another workaround would be to uninstall Avast altogether. Using the installer that was used to install Avast, click on 'Uninstall Avast' in the popup window and follow the prompts to completely remove Avast from your system. Either of the previous options should restore access to the blocked OU websites.
